Marshals are the cornerstone of motorsport organization. Depending on the size of the race, between 20 and 1300 officials can work in an organization and the majority of these officials are the stewards.
In an organization, a marshal is a person who ensures that the competition is held in accordance with the rules, manages the competitors and can make evaluations by revealing the differences between them. Officials are not decision makers. In other words, like referees in football, they cannot directly penalize athletes or make a decision that will affect the outcome of the competition. However, decisions made by the Board of Stewards, based on scouting reports, can result in a team that has spent hundreds of thousands of dollars being kicked out of a competition or championship.
Although scouts are involved in this sport as amateurs and volunteers, they have to be professional in their evaluations. Therefore, they carry a very serious responsibility. In short, scouting is a very serious endeavor that is not as easy as it is seen on TV broadcasts, nor does it just involve waving flags.
What does a marshal do?
They are responsible for timekeeping, the use of flags in track races, writing time cards in rallies, giving the start, finishing the race with the finish and, most importantly, ensuring the safety of the race from a sporting point of view.Depending on the relevant branch, they keep reports on all kinds of sporting events in their area of duty, these reports and their determinations are made by the Competition D

How to become a marshal?
As a licensed marshal of our Federation, it is sufficient to attend the free of charge ‘Marshal Training Seminars’ in order to take an official duty in approximately 200 national and local competitions organized in 11 different branches in a year, as well as in international organizations such as the World Rally Championship (WRC) and the European Rally Cup (ERT). These seminars are organized in various provinces between January and March every year. The location and dates of the seminars are announced on the TOSFED official website.
It is sufficient for candidates to bring a pen to the seminars to use in the exam. Candidates who are successful in the test after the seminar, which lasts approximately two hours, become licensed category D marshals of TOSFED and can work in the races under the appointment of the Provincial Marshal Board of their city.
License cards are delivered by TOSFED to category D stewards who successfully complete the seminar. However, it is not possible to take part in national and international races by attending only one seminar. In order for new marshals to take part in races after the seminar, they are required to attend the Provincial Marshal Board meetings, which are usually held once a month on weekdays and in the evening.
Attendance and continuity at races and meetings are essential in the scouting. Candidates who participate regularly and attend the promotion seminars the following year are promoted to category C. Candidates who succeed in moving up to category B after two years can become category A marshals after three years.
Conditions to be a Marshal
The following conditions are required to become a marshal.
Grading and Ranking of Marshal
The grades and grading of the invigilators are given below.
Category D Marshal
Candidates who meet the requirements to become a Marshal attend the courses to be organized by TOSFED. At the end of the course, those who get a valid grade in the written or practical exams to be held at the end of the course are given a license as D Marshal. Marshals work in this category for one year. D Marshals work as Support Services; rescue, fire, intervention, security, organization officer for one year.
C Category Marshal
A Marshal who has served in Category D for at least one year is entitled to become a Category C Marshal if he/she is successful in the training seminars and gets enough grades in the exams at the end of the seminar. C category observers cannot work as time observers, flag observers, control point observers at their points without a B category observer accompanying them.
Category B Marshal
If the Marshal who has been working in Category C for at least two years is successful in the training seminars and gets enough grades in the exams at the end of the seminar, he/she is entitled to become a category B Marshal. Those who are not successful in the qualification exam continue their duties in category C.
Category A Marshal
Marshals who have been working in category B for at least three years are entitled to become category A Marshals if they are successful in the training seminars and get enough grades in the exams at the end of the seminar. A category officials are required to take the exam every year and get the adequate grade announced. In international competitions, priority is given to A licensed observers. However, in all competitions, regardless of the type of license, all officials, including support services, can take part in all tasks. A-licensed observers continue their careers as Senior Managers at a later stage.
Marshal Licenses
Marshal Licenses are renewed every year by the federation. In order for the licenses to be renewed, it is necessary to have attended the update, refresher courses and seminars opened every year. Only those who have a valid excuse (such as military service, health, etc.) will be able to participate in make-up courses, seminars and exams if they do not attend these seminars and courses.
Facilities Provided to Invigilators
In all competitions, transfers, accommodation and food for the marshals are covered by the organizing club. Marshal vests are provided by the organizer. Marshal sheets, competition program, start list and necessary phone lists are provided and distributed by the director.
Radios and necessary materials (flag, stopwatch, lighted start material, results board, pen, banner table, chair etc.) are provided by the organizer and delivered to the chief marshal against signature in a safe and usable condition and received in the same way after the competition.
In return for their duties in the races, the allowances determined by TOSFED and to be paid for each day of duty are deposited into the bank account of the stewards.
